I've gradually upgraded parts of my desktop lately, but I wouldn't say I'm the best at picking parts. So, I'm looking for suggestions on a new MOBO, GPU, CPU, and Memory.

Here's my current setup:
MSI AMD Radeon R9 270X Gaming 2GB GDDR5 Graphics Cards (x2)
MSI ATX DDR3 2133 Motherboard 970
Corsair AX1200i PSU
Noctua NH-D14 6 Dual Heatpipe Dual Fan Heatsink
Kingston HyperX FURY 16GB 1600MHz DDR3 CL10 RAM
AMD FX 8350 Eight-Core Processor
WD Blue 3D NAND 1TB SSD
NZXT Phantom 410 Case

As aforementioned, the parts I truly want upgraded are my GPU and CPU, but the latter of which would require me to also upgrade my MOBO and Mem. I'm trying to keep my budget at $700 or so, but I know that would be hard since GPUs are so expensive.

Any advice or suggestions is appreciated!

Solution
Your budget will buy a i5-9400F for $150, a lga1151-300 series motherboard for $70 and $70 for a 2 x 8gb ddr4 ram kit.
That leaves some $400 available for a graphics card like a GTX1660ti at about $300
Such a card is a nice boost over your 270x.

What kinds of games do you play?
Here are some things to consider when adjusting the cpu/gpu budget:

Some games are graphics limited like fast action shooters.
Others are cpu core speed limited like strategy, sims, and mmo.
Multiplayer tends to like many threads.

You need to find out which.
------------------------------------------------------------
To help clarify your CPU/GPU options, run these two tests:

a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.

You should also experiment with removing one or more cores/threads. You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of threads to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, your game does not need all the threads you have.

It is possible that both tests are positive, indicating that you have a well balanced system,
and both cpu and gpu need to be upgraded to get better gaming FPS.
-------------------------------------------------------------

If you are inclined to a stronger cpu, look at the 9600K with an overclock.
You have an excellent nh-d14 cooler for overclocking and are likely to get near to 5 on all cores.
You will need a Z390 based motherboard.

If you want a stronger graphics card you will get what you paid for at all but the highest performance tiers.

Probably a dumb question, but why have some people told me that the RTX 2060 Super is more powerful (or at least just as powerful) as the GTX 1080 if the 1080 is nearly twice as expensive?

They are right.

As much as I hate to link user benchmark anymore I find this pretty accurate: https://gpu.userbenchmark.com/Compare/Nvidia-RTX-2060-Super-vs-Nvidia-GTX-1080/4049vs3603
2060 super is better performing than the 1080 and has RTX.

The reason the GTX1080 is expensive is due to its discontinuation. The GTX1080 is an outdated model and no longer produced. Since supply is low, prices are high.

its pretty much accurate. 2060 is cheaper and faster than GTX1080.
