Firewall grayed out after applying SP2

I have a desktop computer running Windows XP and recently applied SP2. After
installing SP2, when I go into Windows, the new firewall screen is
grayed out. I'm unable to turn it on/off when logged on as local
administrator. If I unplug the network cable, then I can change the options
and it works as normal. Reconnecting the cable causes the options to be
grayed out again. This is the 3rd computer I've upgraded on the network and
the other 2 are fine, so it does not appear to be a domain group policy.
What could be causing this?

No, there are no other firewall programs.
