Question flashing pixel, glitches during game

So I replaced my old GPU (GTX 1080) to a new GPU RTX 2070, ever since then there is problems with my display, when I watch some youtube videos,
white or blue pixels will be flashing throughout the whole video, but other video will not. When I am playing games sometimes there will be graphics glitch and flickering pixels but other times its totally fine.
I thought there was problem with my GPU, but when I brought it to the technicians they told me there is no hardware problem. I don't think my monitor has problem either. i tried undervolting too, didn't seem to help.
since I tried plugging into other computer and it worked fine. I also tried using different display cable (HDMI, DP) but nothing is changing. Anyone getting similar problems?

Second, did you uninstall your former GPU drivers before adding the new GPU and then reinstalling the latest drivers from Nvidia's support site?
