Question fps cut in half after restarting my pc?

turned my pc off for the night, but decided i was gonna hop on again last minute. turned it on and booted up rl and i noticed i was struggling to keep 190 fps in the menu (usually get 500+)
and in game it goes up to 240 but its stuttering and everything feels insanely slow? no idea whats changed. reinstalled driver and when editing Nvidia cp settings the fps gets lower?

and what do you mean by "FPS" in Nvidia Control Panel?
there is no FPS, it is a static menu not being produced as single frames overlapping.

are you referring to their "Image Settings" preview pane?

or just that your entire desktop is showing a form of stuttering similar to low FPS while in a game?

sorry i did forget to include specs. 10th gen i5,1650,16gb ram, 1tb ssd. and i meant after editing my "manage 3d settings" in game my fps would drop ever lower. everything feels insanely slow even after a fresh reinstall of windows.
