I wanted to find out why my pc is underperforming and why I get frame drops when I move my mouse in a game.
I'll answer questions in the comments

you don't explain what you mean by "underperforming".
you have a mid to lower-mid level gaming system.
getting ~60fps @ 1080p with medium settings should be about all you should expect in newer games, even less in a large portion of them.
what games, at what in-game settings, and at what resolution?

and what do you mean by "frame drops"?
you get random stuttering where the objects on screen skip across space?

I mainly play competetive games that should give me more fps.
Well, you'd need to be a bit more explaining about which games exactly because they have come pretty far in graphics too, valorant and destiny 2 are competitive but the difference between their graphics and requirements are worlds apart.

If they're valorant or CSGO then you should probably reinstall your mouse drivers.

I might also add frame drops in open spaces are pretty common, my 3080Ti can run valorant easily at 2k 325fps locked but when i uncap my framerate it fluctuates between 280-400 fps depending on whether I'm in a corridor or in the open.

But of course with a 3060 I'd suggest not going beyond 1440p 200fps
