Question Fps drops in games and not getting what i expect from it 4070ti super and ryzen 7 7800 x3d

FPS been randomly dropping for example on cs2 usually sitting around 300 to 400fps randomly drops to 100 to 180 gpu is always maxed at 100% while playing games and cpu % really isnt that high.
-Gpu RTX 4070ti super
-CPU ryzen 7 7800 X3D
-PSU Thermaltake Toughpower snow 850W 2 months old bought new
-1 2tb m.2 1.34tb free
-MB B650 AORUS ELITE AX (rev. 1.2)

Include PSU: make, model, wattage, age, condition (original to build, new, used, refurbished)?

There are things you can do.

Use Task Manager and Resource Monitor to observe system performance.

Use both tools but only one tool at a time.

Another tool that can be used is Process Explorer (Microsoft, free).

Open the tool window and position the tool window somewhere on the screen or even on a second monitor if possible. Leave the window open and simply do nothing for awhile - just watch what the system is doing or may be trying to do.

Then, leaving the tool window open, open cs2 and play as you usually do. Watch the tool window.

Objective being to discover what changes when FPS drops. What system resources are being used, to what extent, and what is using any given resource.

It will require some time and effort on your part to get a sense of how to set up the screens and watch for changes. Graphical views are likely to show some peak or valley relevant to the FPS changing.

FPS drops could be due to some background app trying to update, backup, or maybe just "phone home".

Possibly being launched at startup or later via Task Scheduler.

There is no need to rush or make any immediate changes. Look for repeatable patterns that you can control making the FPS drop.
