Hello, I need some help. When I get a random fps drop, my CPU MHz+W decreases for about 5 seconds (examples at the bottom), I don't think the temperature is a problem since I have a max of 60/70 degrees playing. I wanted to know the solution and the cause of the problem.

No dedicated GPU (planning to buy an RTX 2080 or 3060ti)
No SSD (planning to buy an NVMe M.2)
Display (planning to buy one since I have some screen tearing on games and youtube videos)

I have:
Never overclocked/undervolted my CPU/igpu
XMP activated in bios (for ram)
VT Virtualization activated (for bluestacks)
fTPM activated (for windows 11 test requirements)
Fan speed at maximum 1800 RPM in the back of my case
210GB left on my 2TB disk and I don't use my 160GB old HDD yet
Currently, I don't have an antivirus (I used avast before), now I use windows defender
Things I already tried:
Low and high details/textures/shadows on games
Sync on and sync off
Limited fps and unlimited
Fullscreen, windowed, and borderless.
Defrag my disk
Windows performance animations option to low
Disabling startup apps
Cleaning %temp% and temp folders
Uninstalling programs I don't use
Disabling GameDVR_Enabled and AllowGameDVR on the registry editor
Power plan to High Performance
Disabling Xbox game bar and Game mode
Reinstalling games
Malwarebytes, adwcleaner, super antispyware, virustotal
Enabling all CPU cores
and some more that I don't remember right now...
