Question FPS low in games ?

Hello, i’ve recently started to play some Valorant and even though my friends have lower spec pcs then me, they are able to run the game with higher fps then I can. I also realise that when I see Valorant benchmark youtube videos that have similar specs to what I have, they have a little bit more fps then I do. I also see that my cpu and gpu usage are very low whenever I play these games (around 20% to 60%). I’ve already turned on the ultimate performance, turned 3D settings on nvidia control to performance, but it still seems to not change the fps at all. I get an unstable 180fps when I play Valorant, but many of these youtube videos and friend suggest they get at least 250fps. These are my specs.

i7-11700k
Geforce RTX 2070 oc
750w psu
z590 prime motherboard

i overclocked my cpu to 4.5 ghz and I don’t have any problem with cooling (40-50 celsius when I have my games on).

What power supply exactly? And what ram speed and is xmp enabled?
