[SOLVED] FPS Spikes

I have bad FPS spikes In most games I play. I can get 200 FPS most of the time, but not without bad FPS spikes. My FPS goes from 200 to 30 very frequently and sometimes even single digits. I have capped my FPS lower, but the spikes still happen. This happens most constantly in Fortnite. I have overclocked my CPU and GPU. Neither has fixed my FPS spikes. I have figured out that I am not able to boot from my SSD, but I am able to download games on it. I thought this may be the problem, but I was told that it could also just be a bios setting. What could be causing these spikes?

-Intel Core I5 9600K
-EVGA GeForce RTX 2070 8GB
-Asus Prime Z390-A motherboard
-Corsair Vengeance LPX 16GB DDR4 RAM 3000
-WD Blue 500 SSD
 
Solution
Some of the causes of fps spikes:
-temperatures(thermal throttling)
-running a single stick of ram, aka, single channel mode
-insufficient resources: monitor gpu usage, and the usage of each cpu core
-drivers
