[SOLVED] Frame drops and game lagging on high specs

For the past couple of months I have been experiencing an issue in multiple different games (CS:GO, Warzone, Forza 4) where I am on a loading screen, the frames will tank to about 0-1 FPS. For instance, I can't even get past the training in Warzone because the game runs at not even 1 FPS I can't interact with anything, and so have to alt+f4. However, when I alt+tab, the preview of the game looks to be running smoothly, but as soon as I tab in, it becomes almost unresponsive. I have no idea what this is, and even what part of my PC is causing this issue! I have a MSI Geforce RTX 2080, 16gb of RAM, Ryzen 7 3700x

ssd or hdd?
brand and model of the psu?
malware scan the system?
cpu/gpu temp on idle and during game?

SSD= 1TB Samsung 870 QVO 2.5" SSD - 560MB/s Read / 530MB/s Write

HDD= 2TB Seagate BarraCuda SATA-III 6.0Gb/s 7200RPM

PSU= Corsair RM750x 750W 80+ Gold Modular Gaming Power Supply

CPU Idle= Jumps to 51°C then goes down to 43°C

CPU Fortnite (game that works lol) = 50-60°C

GPU Idle = 45°C consistently

GPU Fortnite = 70°C

In terms of a malware scan, I have a paid for Kaspersky subscription, and it scans regularly and hasn't pulled anything up.

Use DDU to uninstall the gpu driver and do a fresh driver install
