Question Freezing as Cpu and gpu utilization decrease

My computer's specifications are
Cpu:i510400f
Gpu:gtx1660super
Psu: 600w (No Brand Power)
Ram:32 (16x2)
Ssd: klevv nvme.n.2 500gb
Motherboard: asus h510m-c (latest bios)
It is. During the game, the cpu and gpu usage rates drop sharply, resulting in freezing
It's especially bad during loading. It happens no matter what when I load it
There was no problem when I examined it with the Cpu diagnostic program, and gpu,ssd also sent repairs, but there was no problem. The memory card also passed through the diagnostic program.
Freezing seems to occur when memory usage and graphics card usage drop sharply during the game.
And cpu usage fluctuates during the game.
And recently, I found that the cpu temperature hit 100 when I did a load test, and it comes back to normal temperature

What I suspect is the power supply or mainboard
Is power the problem?
I didn't have a big problem except I sometimes got frezzing..

Psu: 600w (No Brand Power)
Might want to share the image of the stickered info on the PSU. Most likely the issue is your PSU and as such you're advised to look into a reliably built PSU.

Motherboard: asus h510m-c (latest bios)
Instead of saying latest BIOS, please state the BIOS version.
