Question Freshly built PC, no video signal, stuck in Bootloop

Hi, I’m literally suffering. Finally I had enough money for a PC and I can’t make it work. I’m starting to be a bit disappointed in myself and LIFE.

So the problem is I power on the PC, everything starts perfectly fans,leds etc... and it’s resetting itself after 20-30sec. My monitor also doesn’t get any signal from my computer via hdmi.

I took my pc to the local expert and he connected to some speakers, he removed the rams and he said the computer should give some sorta beep but there was no beep beep even with the rams connected no beep at all.

My non-functional PC:

Motherboard: ASROCK B450M-Pro4
Processor: AMD Ryzen 5 1600 3.20GHz AM4
Hard drive: WD Blue 1TB 3.5" 7200rpm 64MB SATA3 WD10EZEX
Case: ZALMAN Z1 NEO Black
PSU: COOLERMASTER Elite V3 600W
RAM: HyperX 16GB Fury DDR4 2666MHz CL16 KIT HX426C16FB3K2/16
Videocard: sapphire rx 580 nitro+ 8gb

Any suggestions how to fix this problem?

got another psu or gpu for test?
check for bend pin on the cpu?

Sadly, I don’t have another gpu/psu, I will check the pins tomorrow bcs my computer is at the local expert.
