Funky restarts

Hey guys, I just put together the most recent $1000 system build that I won from this website (thanks Tom's). Twice now I have had the computer only power up for like a split second, then shut down, power up for another split second, shut down, then finally boot into Vista Business OS. I have not OC'ed the CPU and only have flipped the video card to the 6970 bios. What would your opintion be to find out what is going on. Thanks in advance.

has this system been used and has this currently happenend?
Or you put your new computer then this happenend?

Yes the system is used just for the article for the $1000 build from tomshardware.com. I got the computer this past friday and put it together and the crazy restarts happen only twice. But I have also noticed the computer restarts sometimes when I want it to shut down. The mobo was still installed in the case when I got it. I only had to install cpu, hard drive, ram, heat sink, and video card. Thanks.

It still takes three tries to finally load into window.

is this blue screen restarts?
Or just restarts?

Well it hasnt done the restarts in the past week. I guess it might have worked itself out

One BSOD amd the rest restarts. I am sending the psu back to Corsair. It had low voltage on the 12 rail.
