[SOLVED] Games feel sluggish at 60 or 120 fps.

hey guys hopefully some of you can help because I've been stuck with this weird unpleasant gaming experience for a while.
So i have a pretty decant rig, got it around 3 years ago but i haven't used it much at all.
When i play Warzone my fps tends to dip in lower 100's to 90's and it feels unplayable for some odd reason.
Its not server lag, its not my monitor I'm literally out of ideas of what it could be. Best way to explain it is that it feels sluggish very irresponsive i did record a video i hope it partially explains what im trying to explain here.
my pc specs are i7 8700k, strix gtx 1080ti, 16gb 3000mhz, asus strix z370 gaming e motherboard, and with that im running 1 1080p 240hz gsync display and 144hz 1440p freesync display.
oh and i wanna add that i installed warzone on my sisters laptop and her laptop at 60 fps feels wayyyyyy more smoother than my pc at 120fps ( it feels sluggish in every game as soon as it dips bellow 120 fps but i used warzone as a example cause thats what i mainly play.)
  • I've checked + re-seated ram sticks
  • changed graphics cards
  • reinstalled bios
  • fully uninstalled display drivers using ddu
  • turned off vsync + turned it on + gsync
  • checked my frame times
