Question Games keep stuttering and end up crashing even with all the proper drivers.

I built a new PC with my old GPU recently. My old one's motherboard got short-circuited and burnt away. I used the RAM and the GPU from the old one onto this new one.

SPECS:
i7 10700F CPU
GTX 1650 GPU
8GB RAM G-skill
ASUS H510M-E mobo
ANT Esports 450W PSU
Kingston SSD 250GB
Seagate 1TB HDD

It all works fine until you go on gaming on it. The games start up fine. The menus load up fine and when you actually go inside the games, they start stuttering. The Frame drops are too high. They go from 60 to 2 for like 2 secs every 10 secs. Then after like 5 mins of runtime, it crashes. The game alone. You can alt-tab out of it and use the rest of the PC. The game will remain frozen on the frame it froze. You can turn it off. I don't know what is causing this. I have changed the RAM several times with my other PC. I run my games on my HDD. I transferred Half life 2 to my SSD and tried. Same Issue. I am not talking about highly GPU pressured games here. I tried it with Batman Arkham City and Half life 2.

I thought the issues were with the motherboard's drivers. They gave a CD with the drivers required for the mobo. I installed them on this PC. Still there aren't any changes. And I also noticed that my GPU is not even being used that much when gaming. I used the Task manager to check it. I used the option to make it stay on top always. I noticed that it was being used 10% to 20% when games ran and the CPU was being on 40% kinda range. I am not sure if that's how you check it, I am new to this. I checked online to see my GPU is getting enough power or not. They told me use MSI After Burner and all that. I checked it. My GPU was always has 300MHz and MEM 405MHz. Those are always low. The temperatures are also not going that high. It sticks with 40 or 50.

I got all my games on steam. I don't know if that's an issue too. Sometimes the games end up crashing saying "DEV ERROR 6068 DirectX encountered an unrecoverable error" (this was on COD MW 2019). I really don't what's the issue here. The same thing happed with GTA 5 saying the driver having the D3d was disconnected or something like that.

I am also really sure that I have installed the latest driver for my GPU. Guys please help me fix this, I have been having this problem for over a month and no one here knows the fix. Thanks guys.

What OS are you working with? Where did you source the installer for the OS? As for the OS, did you install the OS in an offline mode?

Chances are that the proper system's demise carried over to your ram and GPU as well. You might want to try and use another ram kit and discrete GPU and see if the issue persists.

I am on Win 10 Pro N. I used the Windows media installer for it. Used an USB to install the OS on my PC. I'll try another RAM and inform you again. Thanks
