Games lag like crazy (began after format)

Hello guys.. I've decided to format my laptop because **** installed on it.....
Re-intalled with W7 professional, x64 bit. Installed all necessary drivers..
Everything works fine, but i got really big problem.. Games performance isnt as before.. Example is Euro Truck Simulator 2... I driving and i see 40 fps... Few seconds later its drop like 7-10 fps .

Also i notice same issue with 2001 game (MAFIA I). Any solution/help please?
My specs are:
Intel Core I3-3217u 1.80 GhZ
Ram 4gb ddr3
GT 740M
My specs cannot be problem for sure, because before format everything ran fine..

You said you updates all necessary drivers, but did you download the chipset firmware and everything else from the motherboard manufacturer website? Did you update .Net framework? Latest security updates from Windows Update? SP1?

Sounds like the laptop is not using the dual graphics properly, if you installed the video card drivers from nVidia, uninstall those and install the ones from the laptop vendor support page. You may need to run the driver wipe utility to clear things out.
