[SOLVED] Games started to freeze

My mate have a problem. Till yesterday every game on his pc runned in 50-60 fps. But yesterday, games started to have a lot of stuttering on every graphic setting. He said that this looks like slow-mo (5 fps). While he play CPU is loaded on 20% +-. but GPU always is loaded on 100%. When he minimize the game and expand it back, fps is normal, but after a while the problem with fps returns. We have no idea why is this happening. Hope someone can help.
My friend's PC specs:
GPU: NVIDIA GTX 1650
CPU: Intel Core i3-9100f 3.60 GHz
RAM: 8 GB

It could be either of the following:

• Thermal throttling of the CPU/GPU;
• The 8GB of RAM can cause a lot of stuttering in some games;
• Some background task that is using system resources - RAM is scarce already.

If you could tell us the temps he is getting while gaming that would be helpful.
