Question Games still changing on PC

I don't know why, but the games change on my computer. It's 100% not just me. They change in a way that, for example, sometimes the input lag is more, sometimes less, but I don't adjust anything. For example, I restart the computer or it's different after shutting it down. They only change when I restart the game, but not always. For example, I just went away for a few days and unplugged my computer by unplugging it from the power strip. When I turned it back on, everything was different, but in the BIOS everything was the same, so it's not CMOS. In addition, I unplug it every day because I can't sleep, the light would be too bright. I know you can turn it off, it's already a habit. I've tried a CMOS reset. There was a time recently when I replaced ethernet with wifi, to see if that was the problem. It seemed to work for about 2 days, and then I started experiencing these problems again. Input lag and in some cases lag too. Maybe the problem is that I'm not turning off the power at the power supply? Or is it that I'm turning off the power?
Hardware: RTX 3070ti Manli, I5 12400f, ASUS b660m plus wifi d4, G.skill 4000MHz Trident Z 32Gb and Idk exactly 750W bronze.

and since you mention games specifically;
the PSU in question is also a major factor here.

you need to provide the actual make & model, not just a generic wattage/efficiency rating.

no matter what the manufacturer specs may state,
a large portion of units out there cannot provide the necessary wattage to properly power a dedicated GPU.

I start my pc when I wanna play, so I think it's not background apps. My PSU is a cooler master MPE 7501 ACABW. Okay, but even NVidia propose 750W PSU.

When you start a PC it is going to be running things like your Antivirus solution, checking Windows Updates, possibly doing some indexing if you have a different data set. Turn the PC on and walk away for ~10 minutes, then come back. Load into the game, alt/tab out and see what your CPU usage, RAM usage, and Network Utilization is in Task Manager.

Also check Startup to see if things are starting with Windows that would be better just clicking an icon to open and use. Alongside this, turn things off that run in the background. Slightly different procedure between W10 and W11.

this is a very low quality unit.
it cannot provide the rated wattage necessary for this dedicated GPU.

you would probably be surprised to find a large portion of PSU models out there do not actually provide what the manufacturer rated specs may insinuate.
being able to run a steady wattage over a reliable source actually takes a higher quality unit, unlike most of the cheaper options available out there.
