I play Fortnite and I get 45 ping on dallas server BUT when I start playing my ping is solid BUT THEN after 10 seconds my builds are placing SO delayed it feels like my ping is 200+ to 5000 if I wait before building my ping feels fine for 10 seconds cycle repeats, its so hard to play on this
 
Where do you get those ping times. Are you actually running a ping command or is this something the game tells you. Some games will get stuck in say a video processing routine and when they finally get around to checking for their "ping" they blame the delay on the network when the data was sitting in the buffer waiting from the program to read it.

I would open multiple cmd windows and run continuous ping commands. I would start with a ping to your router IP and to a common IP like 8.8.8.8.

When the game has issue switch over to the cmd windows and see what you see.

Note if you are using wifi this is a very common problem.

From your title though it is not likely bufferbloat. Bufferbloat only occurs when you are using 100% of your internet. If you are using 100% of say a 300mbps internet connection your real problem is not bufferbloat it is you are not controlling your usage properly.

The site that tests bufferbloat will claim people that have a 5gbit internet have bufferbloat. It intentionally overload the connection.

That site almost should no longer exist. It was easy to overload a DSL connection doing simple stuff. I guess the site want to keep selling advertising so they want to pretend bufferbloat is still a actual problem.
