To answer your question outright, no. The disks used in consoles are written differently from those meant for PCs'.

NO you can't play the disks on your computer. But you can get the games designed for pc. Every game has a version for pc these days

I suppose if you placed a 360 or PS3 on top of your tower you would technically be playing the games "on" your computer. Legitimate emulation though is dead, there was Bleem back in the day for some PSX and Dreamcast titles, but that is long gone. Even with a badass computer PS2 emulation is pretty poor, so the chances of getting current gen games to run are slim. Good Luck!
