Gaming Lag GTX 1070 ti

Hey guys so I am having some concerns when playing games on my pc. I just recently built a new pc. But when I play games in high resolution, games become unplayable meaning that I have late response time and game is super laggy. I wonder why that is since it is a new build which should be able to play these games no problem.
Build specs/
Gtx 1070ti
I5-8400 cpu
8gb of ram
All temperatures are great across the board, hasn’t been hotter than 68C
Also for example , I would run Apex legends on 1920x1080 res and is unplayable but when I bring it down to 720p it works fine
All drivers are up to date as well

Are you sure the monitor is plugged into the gpu and not the motherboard?

8gb is not enough for todays games you should upgrade to atleast 16 gb
You didn't mention your psu maybe is faulty or insufficient for your rig
