Gateway stuck saying having to restart computer and doesnt work

My windows 7 gateway laptop cant factory reset or give me any other option beshdes say setup is starting services for the past couple hrs and when it does say something else it says "Windows could not finish configuring the system. To attempt to resume configuration restart computer" i have done this multipul times and have been getting the same result amd ideas?

First thing I would do is replace the hard drive and install Windows on that. Sounds like a drive issue. You can use an external USB enclosure to copy your files if the disk is still OK to do that with.
