Question Getting low usage and low FPS on Escape from Tarkov ?

I upgrade my pc some time ago and never really paid mind to my fps, but now that I am, I noticed that my fps is always between 35-100.
I looked at my components usage and noticed that they are only being used 35%, and they never go higher than 50% I am using tarkov as an example here as that is the game that I play the most, but I also noticed it in apex and rainbow six siege if someone could tell me why that is happening and if maybe I can do something about it to be able to get higher FPS I would appreciate it.

Here are my specs:
MOTHERBOARD: MSI MAG B550 TOMAHAWK (MS-7C91)
CPU: AMD Ryzen 7 5800X3D
GPU: NVIDIA 4080 Founder Edition
RAM: Corsair CMW32GX4M2D3600C18 x4
PSU: Be Quiet! Pure Power 12M 1000W
 
Your OS drive has nowhere near enough free space you're going to want somewhere around 30-40GB free minimum.

I'm assuming your games are all installed on the NVMe drives, but if not they should be.

What CPU cooler and case do you have?

While incomplete the latency test seems quite high so it would be worth downloading CPU-Z and checking the SPD and Memory tabs to see what the modules are running at and what they're rated for.

I would definitely start with clearing as much space as possible off of the OS drive and then testing it out first though.

After you clean up the system disk and make sure everything still runs you might want to update the bios and chipset driver.

Run ubm like this.
Reboot.
Wait a few mins.
Run ubm with the browser closed.
Post a link to the results.
I reset my pc and redownloaded all my games back. Can't do UBM as the server is full, when I can I will send the result

Try running CrystalDiskMark on that OS drive to see whether or not the results UBM is showing is accurate. It seems almost like there might be something wrong with that drive.

Besides your drive, memory is running 2133mhz not 3600 which cripples Ryzen performance.
Is this one or 2 kits of ram? looking at part numbers it appears to be 2 kits that may not play well together.
I double-checked in the bios if I had XMP on and it was disabled I enabled it and got this.

did you install latest AMD chipset drivers?

How hot is your CPU getting while gaming / under load?

would try installing windows to a nvme drive
I redownloaded all my games back, and I noticed on my other game it's using my CPU and GPU at 60-80%, and I am getting 144 fps "I capped it on my monitors" so I think it is fixed but on Tarkov it still not using more than 60% GPU and 30% CPU. I think it might be a game issue as escape from Tarkov is not an optimized game

anything used like afterburner or similar tuning tools or geforce experience or settings altered in nvidia driver?
set all to default settings

maybe use ddu uninstaller and reinstall latest nvidia.com drivers
