Question Getting Terrible Frames on A decent gaming laptop.

Hey there, I have had this laptop for a couple years. On all games i have to run lowest settings possible with a horrendous resolution, for example on mordhau i have to do 1030x700 or something and run in windowed mode on low settings and still cant get 30 frames. - I saw a video on youtube of the same game with a guy with the same gfx card running on ultra.

My specs are Geforce GTX 960m 4 gb
Intel core I7 6700 2.6 quad core
16 gb ram
128 gb ssd
2 tb hdd

I thought these specs are okay and they can atleast play on low settings. I have tried everything to my knowledge of changing the performance settings in nvidia control panel, battery plans and all that stuff, unless I am doing those incorrectly what else could be going on here?

and i should add, while playing mordhau i open up the task manager and i notice the GPU is at 100% in the 3d section, but on the dedicated memory its only at 50% usage. I just dont understand why on lowest settings and lowest possible resolution my GPU is at 100% when its a good gpu.
