I built my PC new in 2013 with intention to game, a budget of £1000 and aim to get the best bang for my buck with no bottlenecks between parts, the only thing slightly lacking was my CPU. At the start of this year my GTX 770 which I had overclocked died and a friend gave me his old Titan X and water cooling blocks to try out and keep as he was using it as a placemat. It seems a fair upgrade on a comparison website, but I haven't kept up to date with releases.
I'm noticing my PC constantly in CPU 100% usage even for basic tasks, and I haven't noticed a significant change to performance in games (BF4, CIV, GOW, ect.., BF6 if it actually plays well), I'm also using some more CPU heavy software like 3D modelling. The rig runs cooler having water cooling now, but not much better in games or generally. I reckon I've got a bottleneck in my PC now so I think it's time to upgrade, otherwise there's no point in having such a better GPU. I'm still looking at budget central (probably £500 max but less is better as I already have parts, and don't use it for gaming as much anymore), and will probably go for used parts on ebay rather than new.
Which parts can I keep and which ones are worth upgrading?
Any ideas on good pairings, bang for buck in mind?
Do I keep the Titan, or is a 2016 card still too old to be good in the modern day? I also haven't overclocked it as of yet, whether that might make it more viable to use.

GPU: Nvidia Titan X Pascal
RAM: Corsair Vengeance 16Gb (4Gb x 4) DDR3 1600MHz
PSU: XFX pro 750w
Motherboard: Gigabyte G1 Sniper Z87 (Used to have issues with the sound drivers, but since getting an external sound system its not a problem anymore).
Keyboard: Raptor K50 (It's ancient and the macro software doesn't work anymore so I'd like to change to a mechanical and add macros in to keybinds).
