Question GPU and CPU usage dropping while gaming

Hello everyone , since a bit of time my cpu and gpu usage drop from 70-80% to like 1-5% while i play , wich cause stuttering and freezes
i dont really understand why and it happens in almost every game , i think its a psu problem

i also have very low gpu usage when i play smaller games , can it be related to psu too ?

MY PC SPECS :
Ryzen 5 3600
RTX 2060 6GB
RAM KINGSTON FURY 3200mhz
and an old Corsair RM750 GOLD

What are your CPU and GPU operating temperatures at idle and under load?

Your PSU should be okay, given the relatively low power consumption of the components. However, PSUs can and do degrade over time. How old is it?
in idle :
CPU : 36°C
GPU: 45°C

And my PSU is minimum 6-7yo i guess i should change , 1 year ago my psu had a lil explosion , would it be the meaning of damages ?
also, i've never seen my psu's fan working in the past years

Poor power can definitely impact a GPU's performance and overall system stability, especially when put under load (like when gaming/benchmarking).

Was your previous PSU failure with these same components?
i didnt have a previous psu , it's always been this one , my pc was crashing with my gtx 970 so i changed everything except the psu , because i was thinking it was gpu's fault , maybe not...
the old config was :
i7 4790k
GTX 970
SOME DDR3 RAM
AND THIS * PSU

i guess its psu's fault , since it litterally exploded on my hand
