Question GPU clock speed in state 7 was lower than State 6

I recently bought a 2nd hand Sapphire Nitro+ RX580 8gb. At first installation i decided to check the tuning and everything was perfect, but after running test benchmarks like Furmark and Unigine Heaven then checking the tuning again, the State 7 in GPU clock was now lower than state 6.

Here are the details:

State 0 : 300MHz, 750mV
State 1 : 600MHz, 769mV
State 2 : 900MHz, 856mV
State 3 : 1145 MHz, 1100mV
State 4 : 1215 MHz, 1120mV
State 5 : 1257 MHz, 1130mV
State 6 : 1300 MHz, 1140mV
State 7 : 1150 MHz, 1150mV

I had to manually adjust the state 7 to 1340MHz to use my GPUs full potential.

What should I do ?

CPU : Ryzen 3 3200g
GPU : Sapphire Nitro+ RX 580 8gb
PSU : 500W true rated
RAM : HyperX 8gb 2400mhz x2

Just adjust it manually and save it to a game profile, that should keep state 7 permanently on 1340MHz, unless you wish to change it.
That's what I did. But, is there a problem on my GPU ? Because I think that is not normal.

Sorry I'm just worried, because I live in a country where 18 USD are hard to earn.

BIOS version is fine. I look it up on Techpower up and it's there.
