Question GPU Core clock Fluctuate

Hi,
Im having problem with my GPU Core clock being unstable and causing Fps drop in games.
Below are some images from HWinfo64 and MSI afterburner. I did not overclock my GPU. I think it is related to Volgate but since i dont know anything about it, any help would be much appreciated. In the photo you can see how the voltage and Core clock are related (whenever voltage goes dont, so does the core clock and so does my fps in game).
About the temperatures: gpu stays at 50-55 and cpu 60-62 at load.
I think i should undervolt it or something like this but i do not know how (sorry for my ignorace).
Below are my build specs:
  1. Motherboard Gigabyte b450
  2. Rog strix 2070
  3. Amd ryzen 5 2600
  4. 256 gb ssd m.2
  5. 2x8 GB ram 3300 Mhz
  6. Corsair vs650, 650 Watt, 80+ white certified

I ran Gpu-z while using Heaven benchmark and this is the result i got.
At the PERFCAP REASON you can see grey color which means "idle", green which means " limited by reliability reason" and blue which means "limited by total power limit"
So does that mean that i have to undervolt it?
