[SOLVED] GPU detected but is not working

Hi,
I have recently bought MSI GeForce GTX 1060 ARMOR 6G OCV1, 6GB GDDR5. It worked for a few days but then out of a sudden the screen went blank. Luckily I have another GPU so I could have tested everything: have tried reinstalling Windows with the other GPU (it is GTX 1060 too). Then I have installed newest Nvidia driver. Everyting goes right. When I connect The MSI card, it is detected in BIOS: https://pasteboard.co/JSCC2Kq.jpg (the problematic card is detected).

(fans on GPU are spinning) - but it takes very long time to get there so the BIOS might have troubles detecting it (I have updated BIOS to its newest version). Windows boots up properly the GPU is semi-detected... in the Device Manager it says that Drivers arent working right (error 43). When I try to reinstall the Nvidia driver I get BSOD: nvlddmkm.sys PAGE_FAULT_IN_NONPAGED_AREA or SYSTEM_THREAD_EXCEPTION_NOT_HANDLED. When I unplug the MSI card everything is working right again.
So I have tried to install Ubuntu to try it on different OS. This is what i got: https://pasteboard.co/JSCBzG3.png
I have tried plugging it into both PCI-E connectors on motherboard - same results.
Any ideas? Is the GPU dead?
