Question GPU Fan doesn't spin at first boot ?

Hi guys, I have a 3090 Extreme Waterforce GPU which uses a separate radiator with fans on it. The strange thing is my GPU fan won't spin on the first boot, always. I will have to restart the PC to make it spin again. When it doesn't spin, even under high load, it still stays still and causes my GPU extremely hot. I honestly ran out of options as I don't know what can cause strange behavior like that.

Furthermore, checking with Nvdia status, it shows my fan speed always at 0 RPM, even when it's spinning. Tried the same with Gigabyte control center which showing the same results. I can't seem to be able to control the fan speed using any software like Gigabyte control center or MSI afterburner.

Please help me with this I'm so stress as I can't figure out what's wrong with this

When you've restarted the PC does it behave normally under load?
