I want to upgrade my old computer as it is running very laggy now a days. It's old enough and I actually don't want to scrap it out. The system has Asus H61M-CS motherboard powered with Intel Pentium Dual Core G2020 2.9GHz processor. It has got HyperX Fury 8GB DDR3 1866MHz RAM with no graphics card installed on the Mobo. I am using a 4k display through a VGA to HDMI converter, which makes the viewing worst. The unit has Zebronics ZEB-N450W power supply.

Please suggest me some upgrade without replacing the Mobo or CPU so that the lagginhess can somewhat be rectified. And also suggest me some budget GPU for better viewing experience and video editing/rendering works mainly. In that case if replacement in PSU is essential, please advise me the same.

Solution
First off, in it's current state, you will need to make sure that your motherboard is on the latest BISO version. You will need to swap the PSU out for something reliably built that has at least 450W(depending on your GPU choice). Then swap the processor out to something with an i7-3770(non-K) and then grab a GTX750Ti or lower. Once you do the math, you're going to see that buying a concurrent gen APU build would be probably cost effective than upgrading the current system.

Reason I said that last line is because I had to build a system for a friend who was really poor, I mean that in the literal sense and he couldn't work with anything concurrent and wouldn't let me fund him a new build, so according to his suggestion everything was...

Reason I said that last line is because I had to build a system for a friend who was really poor, I mean that in the literal sense and he couldn't work with anything concurrent and wouldn't let me fund him a new build, so according to his suggestion everything was second hand and old gen, landed on an i3-2100+H61 gigabyte motherboard with 16GB DDR3 dual channel ram kit, I had to build the system, take screenshots and a video to prove to him that it was a moot endeavor since the system couldn't run what the system was intended for.

After everything was said and done, I did the math for him and showed him that he was better off buying into Ryzen's 3000 series APU's.

Problem is availability of those 3xxx series APUs, but sometimes used you can get 3200g for about MSRP.

Depending on what you are doing, I don't know if a 3770 (or k) would really be required. A 2600 is usually much cheaper for comparable performance, and honestly for some lighter video editing uses, an i5 2400 would be acceptable.

Also a 750ti would be a bit more powerful than a vega 8 or 11

Thanks guys for your suggestions. Now I have made my mind not to upgrade the old one. Will you please be able to recommend me a build configuration for a completely new build. I need to to build the system on priority. My budget would be 50k to 60k INR. If possible, configuration based on Amazon India or Flipkart stock availability will be a great help.

I have managed to decide about building the pc with the following componets with ofcourse a budget of around 60000 INR. Please let me know if I can go with something better in the same budget.
