Question GPU gives huge coil whine when installing bottom fans

When I install these fans - Noctua NF-A12x25 PWM, my gpu goes absolutely nuts. It already has some coil whine, but when I insert and connect these two bottom 120mm fans, the fans themselves work fine. They spin, are silent. But when I get into the windows itself, my gpu already starts "popping" slightly with a coil whine. And with these fans installed, when I get into a game, the coil whine becomes unbearable, on the level that the gpu never had it. It only has slight coil whine due to its age (3 years). I tried installing these same fans but to my old system that I'm actually selling. They work perfectly fine on the old system, the gpu gives off no coil whine (my old gigabyte Rx 570 8 gb) and easily passes the heaven benchmark with a decent score. The temps are great.

But when I install the fans into my new system, I get an utterly abnormal behavior of my gpu.

Here are the specs, all parts are new:

CPU - Ryzen 7 9800x3d

Motherboard - MSI X670E GAMING PLUS WIFI (bios version 7E16v193(Beta version), date of release - 2024-12-03

Psu - DeepCool PX1200G

Ram - Trident Z5 Neo RGB

DDR5-6000 CL30-36-36-96 1.35V
32GB AMD EXPO

Gpu - XFX Radeon RX 6700 XT SPEEDSTER MERC 319 BLACK Gaming

Case - Cougar MX600 RGB Black

Cooling solution - be quiet! Pure Loop 2 360 мм (BW019)

In total I have 7 fans installed in my case now, 4 pre-installed along with the case, and 3 from the water cooling.

I require your help. I see no logic with these fans being 100% operational on my old, 4 times cheaper PC and absolutely making my gpu go bye bye on my newly built PC. The fans were installed correctly, so that the airflow is being pulled into the case into the gpu and other components inside, I am an amateur but I learn quick, this I was able to figure out.

How are the fans hooked up in both your old and new systems?

You forgot to mention the make and model of your PSU(and it's age if you're recycling it from an older build), the source of the power to all your components. Please include a video with audio for us to see. You can host your clip on a site like Imgur and then pass on a link for us to see(and hear).
 
The psu is DeepCool PX1200G. All parts are new except for the gpu, I bought it used before I buy 5080. But it does not coil whine as much without the fans installed, that's the point. When the fans are absent, the coil while is bearable.
