Question GPU Issues. Maybe driver?

PC Specs:
GPU: Gigabyte RX 580
MOBO: MSI B150 Mortar
RAM: 16 GB G.Skill Trident Z DDR4
CPU: Intel Core I7 6700K
PSU: EVGA 650W (Forgot the exact one)

Good afternoon, a few days ago I was trying to hook up a second monitor that I had just gotten to my PC. For some reason, the second monitor just kept giving me no signal. After searching online and trying a few different solutions, I stumbled on someone saying it might be my graphics drivers. I read that then went onto the AMD website and downloaded the latest driver for my RX 580. After letting the driver install, it restarted my computer and when it turned back on I was getting no signal from my main monitor either.

The monitor and card have been working fine for over a year and I've had no issues with them, this is the first time that I had any issue. In hopes of trying to narrow down what the problem was, I connected both of the monitors to my laptop with the same cables used on the pc (First Monitor: HDMI, Second Monitor: DVI to HDMI Adapter bought new with the new monitor) and they worked perfectly on my laptop.

Not even my onboard graphics were working. The only way I could access my computer is if I took the GPU out of the PCI and unplugged it then my Onboard graphics would work. I have tried using DDU to delete the old graphics but when I go to download an older version of the drivers it says it doesn't recognize an AMD graphics card (Which makes sense considering its unplugged).

I even tried taking the MSI R9 390 from my brother's computer and tossed it into mine, and again the ports on the GPU don't work but with his graphics card, I can use my onboard graphics while it's plugged in for some reason. The one weird thing is that when I use my main monitor on either GPU it says no signal, but if I use the DVI to HDMI adapter it's just a black screen. Still unresponsive but the "No Signal" goes away.

In a last-ditch effort to see if I could get it fixed, I backed up all my files and reset the computer through windows (While the card was unplugged) then turned it off, plugged in the card, and still nothing. This leads me to believe it's something hardware related, but I just don't understand how a driver update would mess with the hardware. I figured I'd ask here before bringing it to a repair shop considering I'm at a complete loss for ideas. Thanks so much in advanced :)
