GPU Screen fllashing

So i just bought a gpu its new and I got it from amazon and weirdly enough it works now what I mean by that is I bought a gtx 750 ti and had loads of trouble so i just bought a gt 730 and im still sort of having the same problem where the screen is flashing i guess but when i load up games it goes away
 


Pretty confusing here, what exactly are you using now and what exactly do you mean about screen flashing? Steady flashing in all screens? Colors flashing? What are you full system specs, including power supply brand and model? Did you try another video cable or port, try with another monitor? Make sure video settings are correct for the monitor specs?
 


Yea I was pretty vague I have a dell optiplex 790 with an intel core I5-2400 with 12 gb of ram and a 250 psu the graphics card I have is a MSI GT 730 Low profile OC And let me attach a video [video="https://www.youtube.com/watch?v=oI9LKcIUHaw"][/video]

This video was slowed down because the flashing was very rapid and was not captured just by me recording it normally
In addition the flashing goes away when I play fallout new vegas or fallout 3 and world at war (while i am full screened) but when i play cs:go and even though i had it full screened I got the same problem.
 


Oh I dont have a 750 ti i have a gt 730 low profile msi but thank you I will try this
 


You said in the first post you bought a 750 Ti but had issues, it's due to the fact your power supply is too weak, and also you have an OEM system and those motherboards have more issues with higher end video cards.
