Question Gpu spinning for awhile then stop,constantly. also no display

So i just bought GPU its RX 470 and got it installed right away into my pc. (oh yeah it only has DVI output so i put dvi to vga converter) but i only got 6 pin power so i convert it from 2x6 pin power to 8 pin power.

When i start my pc the gpu is spinning at low rpm, then it stopped. Doing this constantly.

I already try this with other motherboard the issues still same, when i try with other GPU(my old gpu and already broken) and using Motherboard VGA output i can get into the bios.
But when i use my new GPU and using motherboard VGA output its no display.

Its the PSU that have some problem?
Or any other stuff? Please help. Also sorry if there any mistakes in my english.

Its probably that your Power supply is too weak.

You'll also need an Active DVI to VGA , the Rx470 does not have DVI-I ports to my knowledge. Only DVI-D

Yeah i also curious that if PSU or the cable power cant supply enough power can that lead to gpu not detected. I also already tried with DVI-D active converter but too sad that its not solved the problem
