Question GPU usage drops are causing FPS drops

Just got a 2080 and getting sub 60 FPS in Destiny 2, Far Cry 5 and other games because of GPU usage dips. I always get the highest FPS when my GPU usage reaches about 95-98%. Lately it has been dipping to 65 or 60% in graphically intense scenes. Does anyone know how to force the GPU to be used 100% in games to maximize frame rate? Any applications that are able to achieve this?
Specs are:
Ryzen 7 2700X
32GB DDR4 3000MHz
RTX 2080 @ 1440p
