Question GPU usage spikes, then black-screens

My computer has been running into an issue recently where the graphics card, idle use, would constantly spike to above 70% according to Radeon. This is worse when I have a game open, then the display would black-screen and have a hard time showing the display when restarting my computer. There is an orange constant light on my motherboard, and when I need to get a display from my computer, I have to do a process restarting, shutting down, and and shutting off the PSU.

Solutions tried:
DDU Amd drivers
MSI Afterburner unified GPU usage monitoring
Firmware updates
Replacing ram
Malwarebytes malware scan
Reinstalling the GPU
Allocating extra voltage to the GPU

Rx570 8gb
16gb corsair vengeance
I5-9400f
Gigabyte b360m ds3h
Gamemax Vp-600w, 80+ bronze certified
Silicon Power 512gb SATA ssd

My temp usually stays at around 40c with minimal open apps, and reaches up to 80c with high demand apps. I unfortunately don’t have an extra psu to test with.
