Graphics Card isn't recognized by PC. Won't Display. Please Help.

I recently built a new PC with a 775W PSU, a radeon r9 280x, and an ASrock h97M anniversary Motherboard. The processor is an i5-4690, but I dont think it matters. The onboard graphics from the motherboard work fine, but I can't get my monitor to display from the dvi ports of the GPU (These are the only ports my monitor and GPU have in common.) The Graphics Card was pulled from a working system and was using a DVI-link before this build. I have gone into the BIOS settings and ensured that the PC will use the PCI-E slot before going to onboard graphics, and yet the monitor refuses to display anything when plugged into the GPU. The Card is definitely plugged in, and recieving power as the fans spin nicely. I have tried every combination of the power slots (6 pin, the other 6 pin, the other 6 pin + 2 pin).
