Question Graphics card question

Hello everyone! I have a question and hopefully someone can help me out. My pc is running i7 4790k, 32gb Corsair dominator 2133hz, asus z97 mark s, Corsair rm1000i, and a gtx980. I run 3 1080p monitors that do not support v sync, I also just purchased an oculus rift. I am thinking about jumping up to an Rtx 2080 or 2070. I’m just wondering if the rest of my system will bottleneck my card??? If someone could let me know, I would appreciate it!!

4790k is a little weak for those 2 cards.

If upgrading the whole system isn’t an option at the moment, then what should I do???
