So my pc that I made about a year ago will not even signal that it recognizes the graphics card. I have updated every drive, I cannot update the graphics card drive obviously. it is not displayed in the device manger, when I got my new motherboard it has not displayed once in the bios or device manager. I got another graphics card thinking that maybe that was the problem but that card did not show either. |I think the problem is with the PCIE slot but I am not good with computers so I am seeking your guy's help, Thanks!

gpu: 1060 nvida pny geforce
motherboard: asus 310-H

Solution
are you plugging it into the top most PCIe slot?
If so, try a lower slot.
If not, put it into the top slot.
If your card requires external power, make sure you have the power cables connected properly, and that your PSU can power it.

Use DDU to remove any and all drivers for any and all GPU's that may have been installed at one point.
Check BIOS for any options for PCIe and graphics to see if it has been disabled.
Try just resetting BIOS to defaults.

Here's DDU.
