Does Gratiano still get 3 votes?

Yes. There's always a Prisci sub-referendum, even if there are no
Prisci.

I assume for that answer that Fall of the Sabbat does not completely
erases the prisci block, it only invalidates the Priscus titles (since
all sabbat vampires become independent). Is it so?
