Gta 4 pc sensitivity problem with controller

I need help with a problem on Gta 4 pc.....

Well, i use my Xbox Controller and Keyboard to play but mainly Xbox Controller cause ive been playing GTA 4 on XBox 360 for 3 years so im more use to that. But I have a problem with the Joystick sensitivity while in free aim. When im aiming and move right joystick to try to aim at a target the crosshair just slides across the screen then stops, but it doesnt stop right where i want it to. I thought it was was the controller being to sensitive, but i went on Gta on Xbox 360 and it plays just like my others controllers, and my aim is perfect. So does anyone know how to lower the sensitivity?

If you can play GTA 4 like you can play GTA vice city on your current computer with a mouse (same smoothness and sharpness of the controller) then I don't know the answer, but if it's less smooth or less sharp then you might want to lower your video settings which would help.
