Since playing it long ago, i ran the game with vsync to half, this was on 2600k 4.5ghz, 16gb, ssd, 1080ti. Without vsync the game was pretty smooth but had kinda like rubber banding effect depending where i looked. Think it was more prevalent inside buildings but had it while driving. Hard to explain, it was awhile ago, vsync stopped that for me. If by chance you're experiencing the same.

We aren't friends anymore. I know a person, who I could do this with, but he doesn't have a GPU, so yeah.Get your friend over with his pc and have a lan session. In the meantime both have a look.
I have pretty much tried every setting, normal, high, very high, ultra, but the fps stays the same, both on the minimum settings and the maximum settings (EDIT: Graphics of course looks better)Here's a wacky idea. Put everything to max, antialiasing, view distance, everything including grass. Play, see how it goes. Then dial things a little setting by setting starting with grass.
And disable full screen optimisation under compatibility of gta5.exe.

I'm completely honest.you've said that multiple times and finding that hard to believe. Ultra is pretty grilling man and for you not to see any different in fps means something else is going on. What that is i don't know but i can wonder.
Going through the whole thread again im hoping you're being honest and running a legitimate copy of gta5.
