Question GTA 5 low gpu usage and low fps

What i have tried so far is disabling VSync, messing with the graphics, putting everything to max and
yet the gpu usage is about 40-60% and i get like 40 fps at the same time. I also checked the CPU usage
and it stays at like 20-40% all the time. the temps are also fine. i still have no idea what to do. I have a rx 580 8GB, a Ryzen
5 1600 3.8 GHz and 16GB of RAM.

Have you updated your GPU drivers and send a screen shot of your in game settings both graphics and advanced graphics
