gta v locked at 30 fps

i have a helios 300 with a gtx 1060 at first the gta 5 benchmark was at 60 fps but now it seems to locked at 30 fps is there a fix for this??

Deleted the game long time ago ,
Chech graphics settings, v sync to buffer 1 frame, not 2, 2.will cap to 30 fps.

If theres no such option tune the same thing in nvidia conyrol pannel
