GTX 770 always low gpu usage

Regardless of how much strain is applied or how much I overclock the gpu in EVGA precision, the gpu only maxes out at 70% gpu usage

Temperature is fine (never above 60 degrees)
Stress tested CPU and it is never above 70 degrees in AID64 (4.5ghz i5 4670k)

Is my gpu faulty? No matter how much I overclock it, my fps remains the same.
The one thing that is similar is the gpu usage

I mean, I can't imagine a 4.5ghz i5 4670k bottlenecking it.

Could it be my PSU? (Corsair TX 750w) IT DOESNT even spin (the fan)
It twitches but never rotates (not even on startup). Many have told me that it is only supposed to rotate during 50% + load only. Well, id imagine it would need to during gameplay...

 
Hmm. I wouldn't say it's faulty given what you describe, sounds more software/driver related than hardware. Make sure you have the latest drivers and try using MSI Afterburner instead of EVGA Precision. I prefer it personally, but the main reason I suggest trying another program is that there might be a cap or other issue related to Precision.

Do you have Vsync enabled in the nVidia control panel? How about adaptive Vsync? What about your power management settings?

Are you stress testing with Vantage? If so, it won't stress it to 100%. What's your performance during gameplay?
 


I used AID 64 for stress testing for over an hour (max temp for cpu = 72 degrees)
I used hwmonitor to monitor average cpu utilisation and it showed 65 - 70% for 2 cores and 35 - 40% for the remaining two cores during gameplay (Witcher 2)

Fps for Skyrim / Witcher 2 = 40 - 60 / 23 - 31 (55-65 if ubersampling is off) respectively

I monitored usage using hwmonitor / msi afterburner.

Hwmonitor showed cpu usage averaging 60% on 2 cores and 40% on the remaining 2
Max temps were only 53 degrees

Gpu usage showed many fluctuations between 65-90% and power % remained stable at around 60%

GPU usage showed some brief moments of 99% (very brief)

Basically, neither cpu nor gpu are maximising usage 🙁
