Yes. Provided it's at least 2.3% faster, or has pink unicorns.
Seriously though, my personal rule of thumb is a 2X increase in performance but for others I suggest maybe at least 1.5X increase in performance. I'd be surprised if the GTX1070 (or similar) is more than 25% faster going by past numbering.
You may even want to put your money towards a GSYNC MONITOR if you've not got a great monitor. (Expensive and I'm still waiting though I have a nice IPS 1440p model)
Also, you can go a long, long way if you know how to tweak. I've seen plenty of people have worse gaming experience on better systems than mine. Things like:
1) VSYNC ON (yes or no)
2) if yes, then maybe ADAPTIVE VSYNC?
3) If adaptive and 144Hz monitor maybe force the "HALF" method to get 72FPS?
Basically if you go with VSYNC OFF you'll get screen tear but can just aim your frame rate by tweaking settings to get say 50FPS or whatever average. With Adaptive VSync it's trickier. I aim to rarely drop below 60FPS (60Hz monitor) but when I do I just get a bit of screen tearing as VSYNC is auto turned off.
You don't want VSYNC ON then drop below the target as it causes stuttering (varying frame times).
