I just recently purchased a GTX Titan X while purchasing/building my very first computer. Now I paid $1,200 for this card, assuming it could max out any game on ultra at 4K settings with incredible frame rate. When I play the witcher 3, I can't even get 60Fps on 1080P with HIGH settings. How can I totally max out this card?

1 x ($279.99) G.SKILL Ripjaws Z Series 32GB (4 x 8GB) 240-Pin DD
1 x ($269.00) ASUS SABERTOOTH Z97 MARK S LGA 1150 Intel Z97 HDMI
Until I upgrade to windows ultimate, only 16gb of my ram is available (currently using Windows 7 pro) but Ive been told 16GB is plenty
Side note: older games run great on 4K with 60fps easy, and yes, I have toggles vSync on and off, with no cchanges.
