is time to replace my entire pc or I just upgrade GPU/CPU???

He shows 32 GB of Ram.

is fix now (memory was some how loose after clean the entire pc) thankyou so much for your help and support

I installed windows 10 back and now I have 16 cores and these are the results. thanks you

Number of processors checkbox has to be cleared.
You still haven't done that.

No.
Clear the checkbox, so it is empty. Same as it is for Maximum memory checkbox.
Save and reboot afterwards.
