Question Hardware Problem Causes Screen Flickering AIO PC, keep or return???

Problem:
I just bought this used 2013 HP all in one PC from Ebay at a great price.
My problem is that the screen flickers when you first start it up until it gets warm between 2-5 minutes. it even flickers in Bios before posting
I really don't mind it flickering just until it warms up, but don't want it to break either...
I have troubleshot this and know its hardware issue, things i've tried at bottom of post


Question:

• From anyone's experience should i expect this to die soon or need LCD replacement????
• Or should i send it back? I can still return it
• What should i do?

Things i've tried: (by the way the screen flickers in bios AND windows)
Different drivers uninstall reinstall
Different OS win 10 and win 8
updated to latest bios
switched out all ram
different hard drive and ssd
different power plug and different outlet
It must be hardware.

I was hoping someone could expand upon whether this means the LCD is dying or not, or what this means.
